Frank Piccioli| President AFSCME 2960| EMSWU Local 2960

Frank Piccioli is an Arizona labor executive currently serving as the President of AFSCME Local 2960 and an active Executive Council Member of the Arizona AFL-CIO. He also operates as the AFSCME PEOPLE Political Committee Chair within the state, Chairman of COPCU (Coalition of Phoenix City Unions), and serves nationally as a member of the AFSCME Judicial Panel, acting as a hearing officer to adjudicate internal union constitution and compliance cases.

Professionally aligned with regional administrative operations, Piccioli was appointed to Governor Katie Hobbs' transition team following the 2022 election to assist in organizing the gubernatorial administration.

In his primary leadership capacity at AFSCME Local 2960, Piccioli oversees an organization representing approximately 3,000 municipal and statewide public employees. This membership base consists of public sector personnel, including 9-1-1 emergency dispatchers, emergency medical services (EMS) workers, municipal court staff, aviation employees, and local detention officers. Piccioli's operational responsibilities center on executing collective bargaining objectives, contract negotiations, and organizing regional labor initiatives. 

At both the municipal and state levels, he interfaces directly with elected officials and civic administrators to advocate for his members on policy matters regarding employee safety regulations, labor protections, and prevailing wage structures.
